What is the procedure for resolving problems when they occur, and who can I call with questions or complaints?  How does the agency handle billing?  Is there a sliding fee schedule based on ability to pay, and is financial assistance available to pay for services?  Will the agency provide a list of references for its caregivers?  Who does the agency call if the home health care worker cannot come when scheduled?  What type of employee screening is done?
<p>When purchasing home health care directly from an individual provider (instead of through an agency), it is even more important to screen the person thoroughly. This should include an interview with the home health caregiver to make sure that he or she is qualified for the job. You should request references. Also, prepare for the interview by making a list if any special needs the senior might have. For example, you would want to note whether the elderly patient needs help getting into or out of a wheelchair. Clearly, if this is the case, the home health caregiver must be able to provide that assistance. The screening process will go easier if you have a better idea of what you are looking for first.</p>

<p>Were Americans watching when the government passed The Patient Protection and Affordable Care Act back in March 2010? Are you aware of the illegal dealings that were being made in line with the creation of this bill? </p>
<p>I don&#8217;t know why the government always mentions the health insurance reform that happened in Massachusetts. This was a tried and ultimately a failed experiment because there were never stringent limitations placed on the health insurance reform when it was put into place. </p>
<p>All the residents in Massachusetts were mandated to enroll in however the residents moved out. Citizens who are financially challenged transferred to Massachusetts so they could avail of the medical insurance and whatever financial assistance offered by the state. </p>
<p>This has caused Massachusetts to acquire a big amount of deficit because more is spent than what they are earning because of their problematic health care system. They are in a difficult situation but they are still okay. This is not a health insurance system that will sustain itself for all citizens of the country. </p>
<p>There are a number of Attorneys Generals who are involved in a health care lawsuit because of the uneven trend. This new health insurance reform will be distributed throughout the country. Some states are being given a pass and those citizens are not mandated to buy into the government-run health insurance system. </p>
<p>Nevada is another state that received special favors along with Nebraska. When you add in the favoritism of the various union groups, it tips the scale on how this new health insurance will be distributed throughout the country. If the law does not apply to all the states in the country, then it can be deemed unconstitutional as per Article 1, Section 8. </p>
<p>Thirty-two current uninsured citizens are expected to receive this new coverage under the government-run Medicaid, but they are not accounting for all the recently dismissed employed individuals who also have no access to affordable health insurance coverage. </p>
<p>Other notable health insurance changes are the fact that the federal government is interfering with the individual states rights and having the states re-write how they will conduct health insurance and health care issues in the future. </p>

<p>This blueprint for America&#8217;s budget is an important milestone because Congress was unable to pass a budget in three of the last five years. This budget: </p>
<p>&#13;</p>
<p>&#8211; Improves children&#8217;s health care by expanding funds available to the State Children&#8217;s Health Insurance Program. </p>
<p>&#13;</p>
<p>&#8211; Invests in education by increasing funds for No Child Left Behind and Pell grants. </p>
<p>&#13;</p>
<p>&#8211; Creates a deficit-neutral  billion reserve fund to increase funding for energy, disaster assistance and commodity support in the next Farm Bill. </p>
<p>&#13;</p>
<p>The Bush administration said Saturday that senior advisers would recommend the president veto Senate legislation that would substantially increase funds for children&#8217;s health insurance.</p>
<p>&#13;</p>
<p>The legislation calls for a 61-cent increase in the federal excise tax on a pack of cigarettes. The revenue would be used to subsidize health insurance for children and some adults with incomes too high to qualify for Medicaid but not enough to afford insurance on their own. Members of the Senate Finance Committee brokered a bipartisan agreement Friday that would add  billion to the program over the next five years. The Bush administration had instead recommend  billion.</p>
<p>&#13;</p>
<p>The Senate legislation expands the State Children&#8217;s Health Insurance Program beyond the original intent of the program, said White House Spokesman Tony Fratto.</p>
<p>&#13;</p>
<p>&#8216;It&#8217;s clear that it will have the effect of encouraging many to drop private coverage _ purchased either through their employer or with their own resources _ to go on the government-subsidized program,&#8217; Fratto said. &#8216;Tax increases are neither necessary nor advisable to appropriately fund SCHIP.&#8217;</p>
<p>&#13;</p>
<p>Congress is considering renewing the program before it expires Sept. 30. When Congress approved the program in 1997, it provided  billion over 10 years. States use the money, along with their own dollars, to subsidize the cost of health insurance. The federal government covers about 70 percent of the cost.</p>
<p>&#13;</p>
<p>&#8216;Congress needs to deliver a bill the president can sign or they need to send him an extension so that people don&#8217;t worry about losing their current coverage,&#8217; Fratto said. &#8216;It&#8217;s important that Congress understands the serious consequences of delaying this or sending the president legislation that he clearly cannot sign.&#8217;</p>
<p>&#13;</p>
<p>Fratto also called on the Senate Finance Committee to consider the president&#8217;s recommendation to tax employees on the health insurance premiums paid by their employers. The president would offset the increased taxes by giving taxpayers a deduction or credit. The result would be a tax cut for most families, but not for those with the highest-priced insurance plans.</p>
